Captain L isn't PGR, so no. At best it would only be a very minor upset technically if Sinji was seeded lower than Captain L, but there's basically not enough data about either players' performance at majors to say who's "better."

The characters used or which character wins the matchup has nothing to do with whether a win is an upset or not. If that were the case Chag over Raito wouldn't be an upset. An upset is strictly when the lower-seeded player wins, and we don't really know what Sinji or Captain L's seeds were (I don't, at least).

The matchup doesn't determine whether a win is or isn't an upset; only the relative rankings of the players matters for that. I'll 100% agree that Bayonetta is bullshit, but a relatively unknown Bayo beating a PGR player is still an upset by definition.
