question for primal groudon and kyogre do you have to keep giving them +60 primal candys to make them evolve?

Nope, once you activatie the Primal, a cooldown period of 7 day's start (depending on your mega level) and once the 7 day's are over, you can activate it again for free, but you can use the candies to speed up the process if you don't want to wait!
