Nope, once you activatie the Primal, a cooldown period of 7 day's start (depending on your mega level) and once the 7 day's are over, you can activate it again for free, but you can use the candies to speed up the process if you don't want to wait!

It's unknown, but the nearest Pokemon game will focus on Mega evolutions meaning Niantic will have a reason to revisit which Pokemon can and can't mega evolve Mega Lucario will instantly become the #1 fighting type in the game btw
