Except he didn't.... like... at all? He setup that time in front of the train station and 2 of them decided they didn't want to do it. He didn't say a word to them or force them into it just closed the door and left them to their own devices. When the 3 of them previously left he didn't interact with them at all, just shadowed them to make sure they didn't get in over their heads like what happened during the first episode. He isn't forcing them to do anything, it's just that they lack options due to what they are which isn't something he's able to fix. This is something that happens all the time in the real world
