President-Elect is always sworn in by the Chief Justice (unless under extraordinary circumstances where the Chief isn't present); Vice President-Elect can choose whom they want to be sworn in by these days, back in the earlier days though it was customary for an incoming VP to be sworn in by the outgoing VP

By most accounts, 1937 was the first time a VP took the oath publicly, before that it was a private affair, none of them were filmed it seems unfortunately.

The swearing in took place on March 4 until the passage of the 22nd Amendment in 1951

Nope, the date of the swearing in was changed under an amendment passed in 1933, taking effect in 1937 (The Lame Duck Amendment, shortening the transition time). The amendment passed in 1951 means that no president can serve more than two full terms plus over half of an unexpired term. Thus Lyndon Johnson COULD have run in 1968, because he served less than half of JFK's term plus one of his own.
