I watched it a few times and missed the part that is mentioned in the title and in the description. How do I 'guarantee a roll' AKA get a free attunement as a player who hasn't done the quest?

You can only attune if you have ran dual destiny if you have ran it you can go to pale heart and attune at ghost

The attunement is trash. Spent 3 hours opening chests, pulled 3 items and not one with the attuned perk.
