From the context, the woman doesn't mean godless city as a city that literally has no god, but rather how involved their god with the humans in the region. She compared Mondstalt with Liyue. Liyue is a region where there is a lot of Deities, Adepties, and even God himself dictate how the city/region should run, what to do so then Liyuen can become more prosperous. That's why they have a Descension festival every year when the Qixing will accept oracle from RexLapis. This is actually a very Chinese philosophy. While Mondstalt is proud of how free they are, everyone can do anything as long as not breaking the law that kept by Favonius knight. Venti himself said that he wants as little as much interaction with human and avoid dictating them as he wants everyone to be free to decide what they want to do. This is a very Western ideology.

Yeah, I kinda hate how the Archon missions are staggered through levels like that, but I think it works better in Liyue just due to the sheer amount of beautiful places and neat side quests to explore. Personally, I held off on doing any more of the Archon quests until I was a good bit ahead on levels through exploration and could run it through without interruption.

while it is annoying, Mihoyo most likely may adjust that requirement once Season 2 is out if they follow the same path as Honkai Impact 3rd when they adjusted that game's Season 1 storyline to be easier to access so players can get into Season 2 storyline more easily. It is slightly understandable now why they have things as they are as the Main Story quests are being released through the major updates covering certain AR range with the upcoming story for patch 1.1 (and maybe update 1.2 depend ig they release Inzuma region in 1.1 or save it for 1.2) is covering the AR 30 to 40 range.

Knowing Mihoyo, they may already have prepared the sequel storyline already being Season 2 just like they did with Honkai Impact 3rd Main story with how they had the hint about how Season 1 will end and what Season 2 will be about in their Honkai Impact 3rd Reburn trailer. Of course season 1 is a 1.5 or 2 year planned storyline so we will have to wait a while for Season 2.
