Honestly, I'm surprised the police don't employ Conners to help synthesize a perfected Spiderman Serum. A spiderman themed elite force would probably make it so any event where the heroes aren't there, or the cops need backup against serious meta humans, they could actually hold their own.

This is post-civil war, after a lot of hero act registrations and such. Maybe the idea of using a fugitives genes for the job makes it legally questionable. Maybe the police aren't keen on super science what with it's. Track record. ...Maybe the police recognize the responsibility that'd place.
