Were they were born with this ability, by virtue of being born in a country in the NATO alliance? A person becomes "a NATO specialist" by training, and what a person in NATO can learn, a person in Ukraine can learn, becoming a "Ukrainian specialist". I've news for you, Putin: I can programme waypoints into my GPS device, telling it I want to travel from A to B via these intermediate points, C, D, E, F, etc, and I'm not a "NATO specialist".
