Usually skins have a much lower return if you're only looking at them for investing. As for playing, I would suggest skins and there are a lot that do go up in value. As for the time right now, usually skins are either inflated or dont have a ton of potential. Cheap operations skins are usually where a lot of skin profit is made

I'm an old head since 2013, once rare cases start to have 5-10% month over month growth ABOVE average market growth is a decent time to get in (other than when they were $0.15 course.) Because that means that growth trend is likely to continue for a while, excluding overall market downturns. Tl:Dr I'd say 12 months for a small profit on danger zone cases but 18-24 months before you can flip them for real money.
