Hey Jeremy. I have an 95 SPI and live in a busy city. Should I be able to install all the suspension components with basic tools? Would I then need to have to get the wheels aligned afterwards?

Buy a cone compression tool, they are inexpensive. Your suspension geometry will be affected by any changes. I suggest getting hi lows and new cones, adjustable tie rods and adjustable lower arms. That way you can adjust the toe, camber and castor.
