What are those large bursts that one guy is doing? I just started playing recently.

don't know the exact name but they are like command link bursts, you can have them for stuff like reducing cycle times on modules, improving lock range or improving locking speed. He is using locking speed, so he burts and the people in his fleet get a locking speed bonus, this is to help catch people that they can legally kill in highsec on the undock as fast as possible.
