Ya know, I wanted to get her for mono earth. But Houka came in, buffed mono water to a godly level, and outclassed both Evil Eyes and mono earth. I'll still summon but man the crossover should came sooner.

If i ascended evil eye how do i level her up because it won’t let me use metal chickens

For ascended units (Lv 90-120), you have to just do stages. The most recommended method is either doing holy land of xp using only her or crest farming.
