I think a good way to balance this is to make the poison run out (obviously) and stop hurting surrounding troops but then it slows the troops poisoned

The increased poison damage to towers is probably from splash damage (if a troop next to a tower gets tier 2 or tier 3 poison)

I think a good nerf would be it only last 3 seconds after the death of the goblin, they are pretty squishy and die quickly, so allowing it to hit 2-3 things before dying, then the poison lasting a bit longer so as to make it not useless.

Honestly I still think he's balanced. While the poison ability is very powerful, it does not affect towers, and Dart Goblin is still a troop that gets one-shotted by a log, so you can remove him really easily and only love like three troops in the process if you are careful.
