Lugia is a favorite legendary Pokémon that I spent time soft resetting in Gold version of the virtual console remake on 2DS, and on the 1783rd soft reset, shiny Lugia appeared, and I managed to catch it by using a Master Ball, so you have 1/8192 chance of getting a shiny, and good luck to everyone on their hunt, and be sure to save your progress before beginning to shiny hunt. This works with starters as well.

Yes you're correct you only need the Scanner. In fact Lugia is the one who can trigger Legendary Pokémon to show up. By having either Lugia or Ho-Oh in your party you can find Raikou, Entei and Suicune in ORAS

Ok everyone whos saying he missed the shadow lugia fight ill let it be known while yes its an amazing fight during the days of the gamecube but he was only going for the main series pokemon games and ill admit the confusion could had been easily avoided if jim had put in main series pokemon games in the title so please don't waste your time on it Cause xd is obviously not a main series pokemon game while yes you can transfer pokemon from it to gen 3 games thats mainly a thing with a few of the spin off pokemon games the others besides the 2 part story XD came from being the pokemon ranger games and pokemon battle revolution
