The latter half of 70s simply had good hardware available that would later be used in most 8-bit and some 16-bit home computers of the 80s as costs went down. Arcade developers were willing to pay for the latest technology as long as it was still profitable. Besides that, each game was coded as carefully as possible to maximize performance. For the earliest games like Pong, they designed circuits from more basic components dedicated solely for that one purpose.
