Pretty sure it'll be top 400 players per continent get wonder 3

It is still top 200 players in personal score get wonder, but your alliance also has to be in top 500 instead of 300. Example: my personal score rank was 117, but alliance rank was only 556. Wonder would not unlock unless alliance and personal score meet the requirements.
