I never looked at the development-style sub city generals as using for PVP to be quite honest. I'd have to do some tabulation and see what the spreadsheet reveals. I do think that there are better free sub city generals, whose main skill is PVP in addition to the ascension. I think I did cover a few of the F2P sub city generals in the video.
