Hi , is there a way to get a particular lvl art chest ? Specific activities?

You can click onto the attack button on monsters etc to see the possible rewards, including art chests. Also clicking on different resource spots of different levels and types will show you the possible rewards for art chests also. Search around for the best opportunities to get the particular level you need

How do I get prince rhaegar?

Prince Rhaegar may be obtained from certain limited time only purchasing events such as kings scheme (not every time). This is not some I can predict as to when he is available and although he might be available in certain events in the event center or other special limited time events as a prize (which anyone can earn even a free player) that doesn't make it easy to do. Of course he may be gained by luck from the Great General Chest in the tavern also, however generally speaking it is unlikely. The last option is being the first occupier of a throne on the world map of your server, if you already have a king you cannot get him this way. I would like to say no large players use him anyways so I am not sure you will be wanting to get him.

I reached 30M in 2 month , now 13M ,885k genral power , dragon level 2 🤠. but stamina is big problem and too expensive , you need to spend a lot of money on this game at least 250$ for beginner players

That is true you can work at it by completing certain events that come around every few weeks, collecting special event items, crazy eggs and even trading other players for it
