This is why I don't work with the new mechanics right away. It's better to wait, build up a stash and give the game devs time to identify and patch any bugs such as this.

Thank You @The_Miser and @gamingaddictswithgenghis for this alert. I made the decision to level 10 Kong and Godzilla to get the debuffs. then level 10 siren last. While i am leveling up these three i would collect the blood crystals needed for the seal. Everyone that lost there upgrade because of the glitch should get the blood crystals back...Those things are hard to collect if you are not in an alliance with developed boss rallies. I feel for those hunting the leveled up bosses and taking huge wounded to get these blood crystals. I am advising those that can, enemy server hunt during svs. Load up your sub cities with Sanada and solo. Overtime they will get stronger and the rest of the alliance will catch up.

I got reset, but the error reversed.... its ok now
