I never understood the hype behind Giuliani. He got the title of "America's Mayor" by happenstance. There are so many other factors involved, especially the post-cold war economic boom that reduced crime all across the country in that time period. Did Rudy's administration have some effect on cleaning up the city? Of course. NYers grew to despise Rudy. Then 9/11 happened and he had his Winston Churchill moment which lasted all of about three days. The shamelessness with which he parlayed this experience and his non-expertise into an international "security consultant" racket would make Hunter and Jimmy Biden blush. His partner in corruption Bernie Kerik snagged an apartment near 9/11 meant to house first responders in a sweetheart deal, which he used for trysts with his paramour. Kerik was, of course, convicted for financial crimes. Rudy knows exactly nothing about cybersecurity. He can't even remember the passwords on his own phones. And yet Giuliani Partners shopped his fake expertise to dens of corruption in Romania, Belarus and pre-Maidan Ukraine and made millions of dollars while offering nothing of value save his "brand."
