Exact Manipulation of Components in CATIA Assembly

My goodness, Catia is exhausting. This kind of function requires at most two clicks with most CAD softwares. Yet here I am, desperate and tired sitting in my cubicle, watching half a dozen youtube videos before I find this wonderful man who actually explains how to do this otherwise trivial task. Tip: Make sure you are in the top level assembly and select the part body when you are in the "Compass Manipulation" window.

I don't understand why i dont have manipulation tool is it activated or should i do it

Go to tools/customize/toolbars tab and click on restore position to get all toolbars including manipulation back to their default positions. It will be on the right side and might be hidden under other toolbars.
