My first thought for the hand was a multiplexer counter to gate the io to the network

You mean something like making 6 EXAs, and assigning the values for M from 1 to 3 tho the 3 channels needed as if they were addresses. So at H-HND, it broadcasts 2 then the value to transmit, and the receiver at H-CNS waits until it sees M=2?

It would be more complicated than that, though, since when there are multiple listeners, the message goes to a random one. So the broadcaster would have to broadcast the reciever's number, listening every other cycle to hear the listener's response that it is now waiting for the message, then do it all over again for the actual data.

in the battle, you have enough exas to stay in each host, so could you just loop a copy command forever inside each host without having to continuously jumping from host to host

I always love the self-hack puzzles. However, I can't imagine someone hacking with only one hand (or a malfunctioning heart) while they're bleeding slowly from inserting ports in themselves. Does using more efficient code in your body parts mean they work better?

Considering how fast hardware is versus how fast nerves are, I think better code just slightly reduces the metabolic load (and heat production) of operating the nodes as neural pass-thrus. Repair yourself poorly and you get hot and need to eat more.
