Each submarine program Order in India has a difference of 20 years First batch order of Project 75 had been signed in 2005, then it nearly took 2 decades time to formalize batch-2, yet to be signed... And project 75i, which should have been a parallel manufaturing along p75i... But all becoz of DRDOs delay and Navys slow pitch of formalizing the devlopment of AIPd

With or without best people, dpsu's problem is management and lack of drive on part of project managers. By the time they get into the job streamlining the work to assemble the fighter jets, they get transferred or they retire. The rules are such that they manage defence production the same as chocolate factory. They don't necessarily see your expertise in a particular assembly technology, but rather total count of years from the moment one joins the organisation. That's self defeating. Kuch nahi hoga in logon se.
