When you get a chance to sit one on one interview with Ruto and the topic about corruption arises. Rutos responses are always the same. "I will make sure that corruption is not targeted towards certain individuals and that the investigative agencies will be given independence to do their job without fear or favor." Though this is true, journalists seem to think thats the end of the corruption issue while it can take one hour talking about the issue. The follow up question should be, how do you intend to ensure the independence of the investigative agencies. What laws or legislation are you willing to change and pass in your 100 days to ensure independence. Now the conversation does not end there because independence of the agencies is just one issue on fighting corruption; Journalists should then drill down on specific corruption issues that crop up all the time and speedy prosecution and get commitments from the DP. For example 1. If the country loses half its budget to corruption or 2b a day as the president said, what are you willing to do differently to ensure this money is not lost. What plan of action do you intend to take to ensure this is not happening. 2. Do you agree the auditor general reports which read like crime reports should be used as the basis of evidence for prosecution? Why have an auditor general, who reports crimes committed yet nothing is done. Why even have the office in the first place. Do you agree once these reports are out, the auditor general hands them over to the investigative agencies EACC, DPP, DCI and asset recovery for speedy investigation, prosecution and recovery within a certain time line. If yes, whats your commitment within 100 days to have this legislation passed? 3. instead of having to wait for the auditor general to report theft, what systems will you put in place to ensure theft does not occur in the first place. Because prevention is better than cure. When theft occurs the money intended for programs or projects are derailed. For instance , if moneys meant for a dam is stolen the dam construction is suspended, delayed or will never be done, contracts signed are defaulted on and contractors can sue the govt, the longer it takes to construct a project the more expensive it becomes due to inflation, not all money is recoverable , plus added costs of investigations and prosecution are an added expense to the tax payer. But if we prevent the corruption by putting systems in place it saves tax payers money and relieve the suffering for those meant to benefit from the projects or programs. 4. Will you demand a lifestyle audit for every persons in govt before they take office within 100 days and that report made public. The reason being it appears the richest people in Kenya are politicians and civil servants many with no known businesses but somehow when they get to office they are worth millions and some billionaires on a govt salary. 5. Whats your position on conflict of interest by persons working in govt using govt resources, influence, information to enrich themselves.. What is your govt committment that once in office you and any member of family, aides, friends, govt officials will not be one shilling richer than what they came with before joining govt 6. Are you in favor of having dedicated courts just to prosecute govt corruption emanating from auditor general reports for speedy justice of govt officials. 7. Whats your position on govt procurements, contracts and waste in govt where most corruption occurs On procurments this is where govt purchases supplies and services where govt loses billions due to procurement officers inflating prices over charging and billing the govt 100% and sometimes over 1000% of what supplies or services actually cost, and pocketing the difference. If a pen costs 50sh at market price the procurement officers bills the govt 100sh pockets 50sh and the books read the pen was bought at 50sh but in actual fact the govt spent double the price. Now extrapolate this with all supplies and services the govt procures this could be in 100's of billions stolen . And the fact of the matter is since the govt purchases supplies direct from wholesalers and in bulk the govt should be getting these supplies at a discount lower than market price. What measures will you put in place to ensure this happens Don't you think we need to have one procurement office instead of each ministry and parastatal having their own? Do you think that all payments made by govt should have a biometric tracer whereby in order for any payment to be made those authorized to make payments must use their finger prints in order to execute payments. And of asked to make payments by their superiors it should be in writing and isgned by whovever authorized payment followed by finger print patments. This way we know who made the payment and who authorized the payments. -On contracts, these are also inflated costing tax payers billions, and enriching the govt officials. WHats your position on contracts and transperancy -On waste. The biggest waste in govt is travel by govt officials and polticians. For example, magafuli when he became president he cancelled all foreign travel by govt officials and polticians unless necessary. In the first financial year the govt saved 400million dollars (not shillings but dollars) on travel alone for a handful of people in govt. If Kenya did the same, the amount could probably be bigger, but for arguments sakes, lets say its 400m dollars, this money could provide free secondary education and school meal programs since students can not study on an empty stomach. Whats your position on this would you institute similar measures. According to one of the daily's the govt since 2013 spends 1billion sh a month on per diems. Imagine that. Imagine what that money could do for the country.' What measures will you put in place to stop this insanity. According to the auditor general report, MCAs spent 12b on travel alone during covid at a time when travel was restricted. How much of this money was false claims travel. And what was the purpose of travel during covid when no one could travel. Now imagine how much is spent on travel when the economy is now open. What systems would you put in place to ensure tax payers money is safeguarded and theft at county is curtailed and money used for development. Do you support a ward development fund where a percentage of county funds goes directly to Wards, since devolution stopped at county HQ. I posted this post today 6/13/2022. And then today same date i happen to read the nation paper and guess what another auditor general report scandal " KPA procured Canada-imported overalls at an inflated cost of Sh6,475 when locally made ones were priced at Sh2,325, nearly three times more" And then of course parliament cries outrage and nothing happens and we move on to the next scandal. Thats why Audito general reports need to go directly to investigative agencies for swift prosecution. But who is listenting. there is no leadership or will, just fake outrage from politicians whom we pay heavily for doing nothing. And we give them Mps a golden handshake for 6million each for all Mps serving their end of terms. Another scandal. Mps have used parliament to just raid the treasury at will. The treasury has become their alternative piggy bank. Just pass legislation that benefits us and foregt the 50m Kenyans they can hustle for themselves. Kenyan must wake up to the greed of our legislators who are part of the problem we are suffering. and they have the audacity to talk about debt. But our media folk are so helpless and harpless when asking questions on corruption. Corruption is a whole subject on its own and can take the whole entire interview. Its as if the media are only attuned or interested to want to talk about politics who is up who is down. Who said what etc. Thats what titilets them. Do i have to do their home work for them. Am going to start demanding payment for my work.
