I've never really seen the genre been defined. I'd say at best Neo Ethereal is the closest. Basically a beautiful voice (usually if not always female) with classical elements.

Most Ar Tonelico, Ciel Concerto, and their doujin songs take multiple small genres like modern folk, neoclassical, ethereal wave, etc. to make up their songs. For this song I think Neoclassical Darkwave and Ethereal Wave are the closest I can think of.

It so clearly did ! Hoimin replicates the vocal mannerisms of Yuuko Ishibashi (Frelia's official singer) so incredibly well !
