The proper time to exercise the elbow is after the doctor has determined that no ligaments are damaged, there are no fractures and there is no reason not to exercise. Once this determination has been made, it is time to start these exercises. These are joint rehabilitation exercises and not intended to produce larger muscles but better function in a pain free manner.
