The reason that Austria was angry that the Italian National anthem is because one of the lyrics disses Austria. "The Austrian Eagle has lost its feathers." The Italian anthem is one of very few that goes out of its way to make fun of another nation.

The reason the austrians got so kad about that is because they were desperatly trying to say the italians werent and couldn't unite under any circumstances and that italy was just a geographic region because venetia-lombardy was their richest region and they had influenced most of northern italy, so sardinia-piedmont making an italian national anthem instead of a piedmontese, savoyard, or sardinian national anthem is both a direct insult and threat to austria
