So, to describe overall expertise in the English language, it is more appropriate to say "an expert in English."

In other words: "Expert IN" is a broader or general concept. like "Linguistics" which is a science that studies human language and tongues. "Expert on" is a more concise or specific concept. like Grammar which is a specific part of Linguistics of a language. But, when it comes to speaking or talking to someone, those differences don't matter, I think the expressions "expert in and expert on" are used indistinctly. The only expression that really makes a difference is "expert at" because it refers to an "activity or an action, I think you can't use the prepositions "in" and "on" when talking about an action or activity.

I don't think that "an expert on language learning" is correct. It should be "an expert AT language learning" since language learning is an activity, not a specific subject. And also Kevin has claimed that it'd be better to use the preposition "at" with gerunds, and here you have a gerund "learnING".

Yeah, it's a little bit hard to make a real difference, but according to Kevin, at least, you can do your best, But one thing's clear to me, you use "at" when you're talking about an activity or a verb, like in : - at playing tennis. - at cooking. - at working with numbers. etc...
