This company waybill Express need to pay also when you received your document/parcel? I had 2 times experienced I paid $30 dollars to received the document. But the this time I don't have cash here, I said the agent I don't have money to pay $30 to receive the document.He gave me only the invoice but he bring back the document.

This company Waybill Express need double payment if you are sending the documents/parcel need will pay and you receive too. I mean, are both the sender and receiver should pay the documents/parcel for sending and receiving? I just asking the truth rule of this company.
