Hi, what is the NEC color code standards for the cables to be installed in that meter box? is it (2x) black and white? or black, red and white?

No, for a couple of reasons.one is because the meter will run backwards and the other is because it's not listed in that manner.

One more thing, as far as the neutral goes does that matter considering the lug is on solid piece at the base and does not break with the lever. Or is that just an unwritten rule to always have the line wires come in at the same direction.

@@shampsbelford1611 it doesn't matter electrically, but one could argue that you would not be complying with a neat and workmanlike manner.
