Explaining the high sin of 'predetermination' and what to do if it happens to you.

The Question Asked:
"Is a predetermination of placement by the School Personnel outside of an IEP meeting a due process violation? They full admitted they met ahead of the IEP meeting reviewed data (not all) and “agonized” over placememt but they had made a decision and that was that. Would not consider our views or letters of opinion/recommendations from our experts. There is so much more to the story but that is a very abbreviated version.
If so what are our options for next steps?
