Is it common for developers to leave a project unfinished to give the buyer more flexibility to add their own touch?

It's saying: the developer ran out of money and it's going to be a noisy site based on that busy road at the top of the aerial footage. From an architect standpoint I'm seeing a lot of details that don't make sense ie the railing on the staircase which just looks wrong mixing the modern style of an open tread with a picket railing. New builds have the advantage of large spaces like shown and maybe a 1 year warranty, but I would pass on this. Edit: omg not to mention the mismatched siding on the front, its as though half the material was left out to weather and the rest was forgotten what a mess 😅
