Always check your intended course on universitaly portal, there you would get to see if you your course is with open entry requirements or closed entry. If it's open entry requirement, there is 97% chance that you will easily secure admission without any interview or test, if you fulfill the minimum admission criteria. On the contrary, for closed entry courses, amthere is 97% chance that you will go through an interview or test to get the final decision on your admission application, mostly medical realted courses have interviews while other degrees usually don't require it.

The budget for processing would be around 1.5-2.5 lac at max depending on the euro rate obviously and your choice of opting for DOV or CIMEA (SOC/SOV). Secondly, about the bank statement, you must show around 6500 euros balance in your account approximately 25 lac pkr with proper transaction history and proof of continual income source. About the scholarship, embassy must doesn't no about your scholarship because unlike other countries, the Embassy in our country offends for applying need based scholarship and rejects your visa considering you a financially weak candidate. And honestly, even if you get merit scholarship, it's always a plus to show the required bank statement for maximal visa chances. Good luck :))
