You’re absolutely right! The Tupolev Tu-4 was a post-war design, essentially a reverse-engineered copy of the American B-29 Superfortress, entering service after WWII. During the war, the largest Soviet bomber was indeed the Petlyakov Pe-8. It was the USSR's only four-engine strategic bomber of the conflict, capable of carrying significant bomb loads over long distances. Although produced in limited numbers.
