Expo City Dubai 2023 - It's a ghost town

We visited Dubai Expo 2020 in 2022 (delayed because of COVID). it was fantastic, vibrant, interesting and informative. The whole venue was insanely busy with crowds queuing to view the best exhibitions.
Fast forward one year and the venue is being converted to a futuristic, sustainable city. It will undoubtedly be amazing. but right now, it's like a ghost town.
