This is alphabet cup, a format where Pokémon can use moves that start with the first letter of its name. It also works with prevolutions, so for example, Vivillon could use V-create in this format because both of them start with V. It could also use any moves that start with S because their prevolutions start with S. In this, Eiscue can use Extreme Speed because they both start with E. Make sense?
