I grew up in the streets, I grew up with drug dealers, and gangsters. If a serial killer lived next to me and I knew it I would call the cops day one. It is not acceptable to allow someone who may kill your or someone elses kids/wife/husband/mother/father/sister/brother is unacceptable, and if you think it is you are a piece of shit.

the problem with "remaining silent" is that you are in a situation where your fate very much depends on arbitrary variables. The cops can charge you with with real bullshit that you then have to prove your innocence! While you wait in jail. I've come totally clean with cops and been let go with no license on parole! I think that when there's a code of ethics to maintain a community and you don't uphold that, you honestly have no right to complain about it's current state. You can do evil from an act of commission or omission. Yes, it is the job of the police to catch the criminals and their job is made a lot more efficient and effective with correct and timely information from witnesses. Yes, the court system does need overhauling.
