They did not. Fallout 3 and Fallout New Vegas both use automatic lip flap generation based on the waveform of the source audio file, among other factors.

which is why i think the dub is just awful the voices lose the sass, accents, and voice tone really ruins the experience from the midwest charming voices of benny and the king
