This machine does not fuck around. At all. I've been messing around with different parts on my playthrough and I came across Master Work on accident and tried it out and it was damn near 4 seconds faster than everything else I'd ran. A lot of machines just slide around way too damn much for me to control as I'm not that great at the game yet, but THIS one? I know you said it's suitable for above average skill, but honestly it's stability I think makes it suitable for a LOT of players. Doesn't slide around too much, it's incredibly quick and incredibly predictable. The "understeer" is the only issue, but it's manageable to deal with. It's probably the easiest to hop in and pilot machine I've come across so far.

Yes. All you need to do is use the Big Tyrant (or Megalo Cruiser) and Aerial Bullet with Titan-G4 to see what I mean.
