After all of the TIME that's passed that they might have already acted, a few more months is not going to hurt anyone. It seems to me that a lot of the problems we suffer as a Nation comes at the hands of these Gov Agencies who've carved out niche requiring more money every year to operate. I know nothing about the MOSAIC plan but it doesn't hurt to overlook what has been an out of control Policy/Rules overreach by many in Government. I'm not saying it's not important, I'm sure it is but all Gov Agencies need to have oversight above them & a few months to make sure it won't cost pilots of these aircraft a lot more money would be a good thing. I hope it's covered well..... I'd like to fly one day. peace

That's all I'm saying, I'm not a pilot but I would like to fly at least a Part 103 aircraft before the end of my time.... If it happens that these "New Policies/Rules" make it easier for me to actually fly more than a Pt103, sobeit. I don't see it will hurt to at least look over all their proposals & I do believe they will CO$T people more money to fly. That's just my opinion, uneducated as it is..... peace & GB

I need to carefully read the edited version to see if any substantial changes were made. I was one of the 1300+ commenters on the original NPRM. What I hope proponents of this proposal will do, now with a bit of a pause, is try to step back and look at this objectively. The main problem with the original NPRM is that it was like most other Federal government “omnibus” legislative proposals in that it bundled way too many things together in order to attempt to satisfy industry lobbyists like AOPA and EAA. The sport pilot certificate and light sport aircraft must be completely decoupled. No consideration was given to the safety implications of allowing the sport pilot certificate requirements to remain unchanged with ZERO requirement for instrument training. Loss of control in an inadvertent IMC encounter is one of the top reasons for all fatal GA crashes. This rule would potentially increase by orders of magnitude the number of pilots who are susceptible to this fate because they received no instrument training.

With MOSAIC, the FAA has decoupled much of the sport pilot rating from the light sport aircraft regulations. However, if you keep piling on requirements for a sport pilot certificate, pretty soon you have a private pilot certificate.

@@EasyFlight true, but that’s the reality. It’s one thing to fly a trike locally for fun but quite another to fly a Cessna 172 cross country. There was/is too much scope creep with sport pilot.

A second comment period is completely inefficient and is a huge waste of time. The agency doesn’t have to cater to any individual comment under normal circumstances, and they don’t have to now either. The worst part is that everyone has different opinions, so the second comment period will almost always be people complaining about why they don’t like the rule, and people who aren’t bothered by it won’t say anything. Sure, in this case we have a great example of the FAA putting forth a rule that seems to be universally disliked. But, this is for all agencies and for all rules. This is a huge waste of time and will cost taxpayers a lot of money.

Mosaic has nothing to do with his executive order, as I believe it has more to do with money spent by the government. I have waited 5 years for the Sport Pilot improvements, and this pisses me off.

Why be angry? The executive order has everything to do with all regulations and MOSAIC is just a collection of proposed regulations. Some of the regulations are good, and some are not so good.
