The term "Czar" is not an official designation and is usually used by the media to talk about a high level executive branch member who is appointed with handling a specific policy field. Media outlets who had in the past referred to Harris as the "Boarder Czar" includes CNN, ABC, MSNBC, Fox and CBS (who now says it was false). Also doing a job and doing it well are two different things.
