Will is the type to never give up in the first place. She checked up on him becos she loves him, she is obsessed with him and loves to see what he is doing everyday, and wants to recruit him to tower asap so that they can be together and no more bullying from others. Even in the ending song lyrics, the first lyrics shows what she is doing in her room which is peeking Will through her telescope. That scene is also in manga. What you said are all wrong. If you don't mind spoilers, read the rest. Their promise is important but she agreed to attend magic academy not because of that promise. Without much spoiling, it's to restore something very precious of Will which was lost. Elfie did all things she could for Will. First, Elfie protected Will when they were together in 1st year academy. No other students dared to bully Will because of Elfie. They know she will beat them to death if they bully Will. Elfie declared that she is Will's lover in front of everyone in academy. The bullying started only after Elfie was taken to tower by force and they were separated. People in tower did not allow her to leave. Especially since she is Magia vande, her role to maintain barrier is important and the king doesn't allow any Magia to leave the tower as they like. It's not that she didn't do. It's just that she can't do. She is the youngest person in the tower. Despite being Magia vande, she doesn't have authority. She is like a big baby in the tower. She is even called lazy lol. The only thing she cares is Will. So, she created Rosti and helped Will all the time by Rosti. Rosti is her clone. Also, Will has bad vision in the dungeon. Something like night-blindness. Elfie knew that and created the goggles and gave Will which has the ability to provide vision in the dark. Those goggles he wears serves more than just emotional support. As you see in the opening song, you will see what happened to him when those precious goggles broke in the next arc. Which 2 subordinates are you talking about? Iris? Iris is watcher. It's her job to check on any strong students. She will check on Will even if Elfie didn't tell her about him. The reason Elfie told Iris about Will is because she wants Will to get recruited to the tower as soon as possible. That's why you see Elfie being happy when Iris recommended Will to other magia vande. Also, you see many letters in the ending song, right? They are all the recruitment letters sent directly by Elfie to Will. But her letters never reached him and always got interrupted by a certain high-authority guy in the tower. Thats why these letters are always sent back to Elfie. Even so, she keeps sending them. If she doesn't care about Will, why would she do all those things? As a source reader, we know what Elfie has been doing are for Will. She loves Will more than anything and anyone. She doesn't want to be separated from him. She loves him so much and is obsessed with him to the maximum level. Their goal in academy is to study together, ascend to tower together and become Magia vande together. But some bad events happened in their first year and they were separated by force. Then another biggest and worst event happened to them in first year. After that event, Elfie was needed to become Will's motivation to become strong. This is major spoiler. Elfie becoming Will's motivation is important. Because Will needed to become strong at all cost or something really bad (I won't spoil what it is) will happen to him. Of course, Elfie wants to stay with Will. But becos of the above reason, she had to be his motivation so that he became strong. In the meantime, she let Cauldron (principal) handle Will's wellbeing. Cauldron told Elfie to also become stronger by becoming Magia vande because the enemies from celestial are much much stronger than first year Elfie. Colette is good but this story is all about Will and Elfie. They are made for each other.
