It is impossible to drive with the bed up at those speeds. Sometimes you drive with bed up at low speed to spread gravel or whatever, and even at low speed you can feel the truck is top heavy. Plus, when you look in your mirrors, the truck isnt behind you. Then there is wind drag and noise on the bed. This guy probably didn't realize he hit the sign, eithier.
