+Mike S it more about the safety of others. If the officer or biker made a mistake at pursuit speeds on a heavily populated road, random people can get hurt or killed. Granted the bike will have less affect on a motorists vehicle, but the officer can easily kill an innocent bystander. It's just not worth the risk in the end.

+Mike S you can just say "fuck it if someone gets hurt just charge the guy". I don't want hurt even if I will receive compensation for my injuries. It's not about charging people, it's about keeping people safe which unfortunately a lot of police don't get. If I was a officer and pulled a person over for speeding for the first (maybe second) offense, I would rather have a good talk to him and try to get the message across that what hes doing can hurt himself or someone else. It's not about revenue for the city, it's about keeping the people safe. (At least in my mind)
