I dont think lucy would do that i mean with someone becoming the queen well you do need to either already be a prinsess or marry into that role right i mean she has her eyes on natsu secondly and this more serious yes she is the strongest celestrial spirit mage but lets not forget that she and yukino are the last of there kind so isnt lucy already a queen because she is the strongest?
