I realized...I may be misremembering but isn't the penultimate fight in each section of the game against a friend? In the base game the second to last fight is against the AI (technically the last fight is too but they're identified as the Paradise Protection Protocol at that point and literally not themselves), in Teal Mask if I remember right it was against Ogerpon (I think you fight, who, Carmine after that?), in Indigo Disk it was Kieran, and in Mochi Mayhem, the penultimate fight of the entire game is Nemona

That’s pretty spot on. Even if you don’t count the AI and lump all the phases together, before you go down to Area Zero you fight Arven, Penny, & Nemona at the end of their routes, so 3 potential penultimate fights for the base game in that case.
