Normally, the mayor ignores you and says he's too busy to interact with you but when I first started the game he actually answered my questions about Diamond City. Hancock was with me and I had no idea they (SPOILERS) were brothers at the time. After I was done talking to him I began walking off and Hancock sadly says (I'm paraphrasing here) "After all this time he doesn't say a word to me. He acts like he doesn't even know me..." I've never been able to trigger this again as the mayor has always ignored me, even with new characters.

Bethesda based it on the fact that in Boston right now there are still people with obvious Irish accents although their ancestors came from Ireland up to 300 years ago, and that's despite the fact they weren't in isolation. Accents do stay remarkedly the same in isolation in real life.

I always wondered why Fallout games have random characters that happen to have very distinctive accents. In New Vegas there was that one girl who had an Australian accent, yet her mother was a tribal (the other tribals had no such accent) and her father spoke 'normally' too. Usually people drop accents in a single generation, and I don't think Vadim and his brother just got off the boat from Russia this week. Surely their isn't any 'long distance' traveling like in the days before the war. I know, I'm being too picky. Besides, I like Vadim and Cait...

well if I remember correctly ten penny did say he came to the capital wasteland from Europe and the boatman said he only drives it near the shore since it can't take ocean travel anymore plus it's been shown things like vertibirds exist still and are in use so... mayby but I always found that wierd too
