They aren't. The derp vertibirds is just Bethesda fault for making them paper thin and giving them awful programming. Lore wise obviously they are competent and don't crash 24/7. Aside from that what would be wasteful and sloppy? The power armor and weapons that they maintain and use daily? The giant robot that took years to rebuild and now runs itself and is their greatest weapon? The Prydwen which was meant to be in service for decades at least, spearheading missions and expansion? And all the tech they collect with the shear goal of making sure it does not go to waste or fall in the wrong hands? Truth is when you are a faction like the Brotherhood, that has the resources it does and the goals, it is perfectly reasonable to build these massive things so long as they have a purpose and they serve it, which in this case they do. There is no waste in the Brotherhood, at least not when it comes to tech and what not. There are some people who die in the field like scribes and what not that really should not have been down there fighting in the first place, I'll admit that is miss placement when it comes to man power. Such is life in the wasteland though, oh well. Can't be perfect.

A pure military man would see a fountain like that as a waste of resources though, it serves no purpose, provides cover for infiltrators, and ruins a perfectly good sightline from the second floor to the entrance. Little known (or at least forgotten) part of history: In Europe, at least during the 18th and early 19th century, there was no running water at homes. Fountains were built all over major cities so people could have access to water, be it for drinking, cooking, washing, etc. All fountains had this in mind when they were built, at least during that time period, even fountains with statues and other things were meant for people to use as communal drinking basins, so X6 statement is not THAT innacurate.
