Bro the further you go south the higher ranked the enemies are. That quest in the glowing sea is for way later in the game. Probably level 30 or so. Not broken just youre in the wrong place at the wrong time.

I Am Playing On A New Save Where Some Of The Game Is Broken. Because I Know I Played The Game All The Way To The End And The New Update Broke Stuff And Changed Stuff And That Is Why I Said That Before
