I sent Sheffield to The Castle and set him up as a provisioner. However, during the synth attack he took it upon himself to "borrow" one of my spare Power Armors. He ran out the front gate, pick up a rifle from one of the dead synths and kicked ass. Needless to say, he got a promotion... And a bunch of Nuka-Cola.

You realize those quests are unsanctioned, right? And that you're the one deciding how to go obtaing the crops. Feeding the troops it is classified as tertiary quest and radiant quest not a main quest or secondary quest. You choose to do the quest, the agreement is very simple the farmers give some crops to the Brotherhood of steel and the brotherhood of steel protect them from Raiders, Gunners, Super mutants, Feral Ghouls and Rust Devils, Food for Protection. You can buy the crops. Doesn't matter, because the quests are unsanctioned, do you know what the word means? The institute sent Kellogg and a troop of synthetics destroy an entire settlement ( University Point) because a woman refused to be kidnapped. And Listen to X6-88 "Humanity's Best Hope For The Future"

Actually none of the factions except the minutemen care. The brotherhood just wants to destroy anybody that has the same or more advanced level of technology than theirs. The institute just wants to further their scientific breakthroughs through the expenses of people and the railroad just wants to free the synths and help them have a better life. I sided with the institute because i would become their director and help the people in the commonwealth using all this technology the institute has and they are the only faction that can restore the world to prewar status.

IDK about him...he works for me...but others don't...but you need to "assign" a bed to every one of your settlers, even if they found one already...destroy/or store all the beds then make a few...round up your people and start assigning...keep doing that until everyone has their own bed ...as for the shops ...I have destroyed the shop then rebuild it..then assign someone to it and sometimes that works , the game is bit buggy...LOL but still fun...I hope my information helps you in some way.
